Having thoughts of starting a travelling agency in Serbia

For the past few years I have worked/cooperated with many travel agencies in Serbia and in Greece, and to be honest I haven't felt satisfied with what they offered. To the tourist and to the touristic business, as well.
This is why, I'm having some meetings the last weeks with people from Greece and Serbia and we are talking about what a travel agency should offer to its customers. I have already talked with people from the Serbian Embassy and also I got some information from YUTA.
For the time being my first thought is to just start a small business in a town in Serbia only, which will provide cheap but good holiday packages for Greece. After trying the Serbian market, maybe I'll extend this business in bigger towns and cities and start offering packages not only for Greece, but also for Spain, Italy, Turkey and other places.
I would like to hear your opinion on this subject so feel free to email me with any comments, advice and/or information.
